To implement the guiding principles of the Master Plan for the Construction of the Hainan Free Trade Port, attract high-calibre management professionals with an international perspective, strengthen the publicity and promotion of Sanya tourism, and expand domestic and overseas tourist markets and marketing channels, Sanya plans to conduct a global recruitment for the position of Director of the Sanya Tourism Board (Legal Representative). Relevant matters are hereby announced as follows:
One position: Director and Legal Representative of the Sanya Tourism Development Board.
The Sanya Tourism Board of Hainan Province is a statutory body established by the Sanya Municipal Government and duly registered in accordance with the law. Its main responsibilities include formulating tourism promotion plans and programmes for Sanya, organising publicity and promotional activities for Sanya tourism, integrating conventions, exhibitions, incentive travel, festival events, and related tourism industries, conducting joint marketing with tourism enterprises, and promoting international tourism exchanges and cooperation.
Responsibilities of the position are as follows:

This position is open to candidates worldwide, without restriction on nationality or status. The specific requirements are as follows:

Persons with any of the following circumstances shall not be eligible to apply:
1.Individuals with a criminal record;
2.Individuals listed as dishonest judgment debtors or subject to other equivalent enforcement measures;

4.Individuals prohibited by applicable laws and regulations from serving as a legal representative;
5.Any other circumstances deemed unsuitable for appointment.

(i) Application
From 08:00 on 20 March 2026 to 18:00 on 19 April 2026 (Beijing Time, GMT+8).
This recruitment will be conducted by online application only, and no on-site application will be accepted. Applicants shall log in to the designated application system at https://gongzhao.fesco.com.cn?projectId=119823DEP2, select the relevant position, and complete the application by filling in their personal information in Chinese. Where an applicant is recommended by an organisation or a headhunting agency, a formal letter of recommendation shall also be submitted and uploaded to the application system at the same time.
(1) One recent front-facing one-inch colour passport photograph without headwear;
(2) A valid identity document;
(3) Certificates of academic qualifications and degrees at the bachelor’s level or above. (For qualifications obtained in the Chinese mainland, applicants shall provide the Online Verification Report of Higher Education Qualification Certificate issued by the Ministry of Education, downloaded and printed from the China Higher Education Student Information website at http://www.chsi.com.cn/, bearing a QR code. For qualifications obtained outside the Chinese mainland, applicants shall generally also provide certification issued by the Chinese Service Centre for Scholarly Exchange under the Ministry of Education.);
(4) Other supporting materials required for the position, such as foreign language certificates, and a summary of work performance over the past three years.
This recruitment is subject to an integrity-based application mechanism. Applicants shall carefully read this announcement and fill in the relevant information truthfully, completely, and accurately as required. During the application period, applications with incomplete materials or materials failing to meet the requirements shall not be accepted. Where any applicant practises fraud or conceals the true facts, the applicant shall be disqualified immediately upon verification.
(ii) Qualification Review
A strict qualification review shall be conducted on the materials submitted by applicants in accordance with the qualifications prescribed in this announcement. The qualification review shall run throughout the entire recruitment process. Where, at any stage, an applicant is found not to meet the qualifications for the post, the applicant’s eligibility to apply and to be appointed shall be cancelled, and any consequences arising therefrom shall be borne by the applicant.
(iii) Resume Analysis
Applicants who pass the qualification review and meet the application requirements shall be subject to a review of their professional experience and work achievements. Video preliminary interviews may also be organised where necessary in order to obtain a fuller understanding of the applicants’ work experience, professional competence, achievements, and suitability for the post. Based on the review results, candidates for the interview assessment shall, in principle, be selected on a merit basis at a ratio of 1:5.
(iv) Interview Assessment
The interview assessment focuses on uating candidates’ professional competence, management capability, strategic thinking, international perspective, and communication and presentation skills. Based on the interview assessment results, candidates to be recommended for the next stage shall, in principle, be proposed at a ratio of 1:3.
(v) Organisational uation or Background Check
An investigation and verification of the relevant information of the proposed candidates shall be conducted either through organised assessment procedures or by entrusting relevant organisations or institutions. Based on the results, a list of candidates proposed for appointment shall be put forward. During the assessment or background check process, priority shall be given to the first-preference candidate. Where no circumstances affecting the appointment are identified, no further candidates shall be subject to assessment or background check. Where circumstances affecting the appointment are identified, the second-ranked candidate shall be assessed or subject to background check, and so on in sequence. A medical examination shall be organised concurrently.
(vi) Deliberation and Decision
Taking into account the results of the organisational uation or background check and the medical examination, the proposed appointee shall be determined in accordance with the relevant procedures after overall consideration and selection on merit.
(vii) Pre-appointment Public Notice
A public notice shall be issued prior to appointment in accordance with the relevant provisions. The notice period shall be five working days.
(viii) Appointment Procedures
Where no objection is raised upon expiry of the public notice period, or where any objection raised is verified as not affecting the appointment, the appointment procedures shall be completed in accordance with the relevant provisions.
(i) Management Model
Appointed personnel shall be subject to market-based tenure management, with each term of appointment being two years. During the term of appointment, annual assessments and term assessments shall be conducted, and the assessment results shall serve as an important basis for renewal, dismissal, and salary adjustment. During the appointment period, a labour contract shall be entered into to specify matters including the appointed position, term of appointment, rights and obligations, assessment and uation, salary standards, performance-related benefits and welfare, conditions for renewal and dismissal, confidentiality requirements, and liability for breach of contract.
(ii) Remuneration
A market-based remuneration package will be offered. The specific remuneration package shall be negotiated separately and shall be directly linked to target tasks and assessment results. Where an appointee resigns voluntarily for personal reasons or leaves before the expiry of the agreed term, the remuneration package shall be implemented in accordance with the contract. Those who meet the talent introduction criteria of Sanya City, Hainan Province, may, upon recognition by the relevant authorities, enjoy the corresponding benefits in accordance with the relevant policies.
VII. Notes
(i) Applicants shall provide application materials truthfully. All information and materials submitted by applicants shall be kept strictly confidential throughout the recruitment process.
(ii) During the recruitment period, applicants shall keep their communication channels open. Any consequences arising from communication failure shall be borne by the applicants themselves.

(iv) Applicants shall strictly follow the notified schedule and participate in each stage of the recruitment on time. Failure to participate within the specified time shall be deemed a voluntary withdrawal.
(v) Applicants entering the on-site interview assessment stage may be reimbursed for accommodation and transport expenses incurred for that stage, subject to a maximum reimbursement of RMB 3,000 per person. The specific reimbursement shall be handled in accordance with the employer’s internal travel expense standards.
